The 23rd Adaptation to Technical and Scientific Progress (23rd ATP) to Regulation (EC) No 1272/2008 (CLP) was published in the Official Journal of the European Union on 20 June 2025.
The official title of the act is:

This amendment introduces changes to the classification and labelling of several already harmonised substances and adds new harmonised classifications to Part 3 of Annex VI of the CLP Regulation.
The 23rd ATP shall apply from 1 February 2027.

Although the mandatory application date is 1 February 2027, suppliers of substances and mixtures may already classify, label, and package according to this amendment from the date of its entry into force, which is 10 July 2025.
This allows companies to align their documentation and labelling earlier and reduce transition pressure closer to the enforcement deadline.
Managing ATP updates across Safety Data Sheets, classifications, labels, and internal systems can quickly become resource-intensive—especially when multiple substances and markets are involved.
